All in all, so far ... little is known. But maybe let's summarize the facts.
If only because some people have exaggerated a bit with their interpretation.
Fact number 1: All or almost all Garmin services are at least from the morning
Okay, Garmin Connect may not be the most stable and reliable service in the world, but an all-day or even 24-hour failure has not happened to him for years. At least for the years I remember.
What is not working? Everything, actually. From Garmin Connect, to device sync any way, to the Garmin website. In the latter case, only the home page works properly, while clicking on anything results in displaying an error.
In addition, it also does not work ... Garmin support, i.e. technical support (e-mail, telephone and chat) and the like. The company confirmed this about 7 hours ago via Twitter:

For the next 7 hours, Garmin has not issued any new statement and the services are still down.
So we are dealing with probably the most serious failure in recent years (or in Garmin's history) and no, it is definitely not service work.
Fact number 2: You will not see your activity history at the moment
All in all, you won't see anything. The data in the Garmin Connect mobile application has long (or always had) been displayed only after being downloaded from the server. Maybe with some minor exceptions, because, for example, I still display information about today's number of steps and for some reason ... minutes of intense activity.
But that's about it. Access to other data is blocked.
Fact 3: You are not sending new activities to Connect
No and that's it. They are stored in the watch (and can be manually exported from it, if we have a USB cable and connect it to the watch and computer), but there is no way to press this data into Connect.
However, when it comes to new activities, there is nothing to worry about - you can run, cycle, and so on. This data remains on the watch and if Connect gets up - will be sent to it. If not - we can take them out and paste them elsewhere (Garmin / Activity folder after connecting the watch to the computer).
Fact number 4: The capabilities of our watch may be very limited
Because a lot of things require synchronization of the watch with Connect. We will not add a new device to our account, we will not change the settings of our watch or bicycle computer from this level (and a lot of things are being done with Connect), we will not add a card, we will not upload music, we will not send a training plan.
And so on and so forth.
Now let's move on to what we don't know.

Will I lose my activity history and other data?
This is not known. Some people thought that it is good to insert such a slogan in a tweet promoting an entry on this topic, but for now this statement is definitely exaggerated.
For now, let's stay at the fact that we don't have access to the history of our activities and other data.
Has Garmin been attacked by hackers?
It is not known. There are such theories , but… well.
A source from Taiwan says that Garmin may have been a victim of the attack. And that it could have been a ransomware attack, given both unofficial information and the fact that there have been several similar attacks before. In addition, the problem is said to be so extensive that Garmin shut down two production lines in Taiwan.
For now, there is no official confirmation of the reasons for the problem. There are no other sources confirming these reports yet.
Can I train with my watch / computer and not lose this data?
As I mentioned earlier, they are in the Garmin / Activty folder on our watch. You can get to it with a USB cable for our watch, a computer and, for example, the Android File Transfer application for computers with macOS.
Will these activities go to Garmin Connect later?
If we do not exceed the available memory capacity in our device, then we should not lose anything, and when Connect gets up , everything will go to the Internet at the first opportunity.
