Large amounts arouse great emotions. Especially when we compare millions with the amounts we manage every day. Public institutions are particularly vulnerable. This time it was PLN 12 million, which TVP wants to spend on programming services.
Institutions maintained with public money must publish all their larger purchases and make them on a bid basis according to specific rules. Predefined criteria must be taken into account when selecting the winner of the tender to minimize the possibility of corruption.
In the private sector, large contracts are also signed and large amounts of money are transferred for services and products, but everything is done in the offices of presidents and managers, which is why it is not so striking.
Polish Television has announced a contract for IT services. I want to spend PLN 12 million.
Recently, one of the public institutions, Telewizja Polska SA, announced an order for IT services: consulting, software development, internet and support . Here, emotions are generated by the amount that TVP wants to spend on services: it is over PLN 12 million.
Interestingly, the subject of the contract is the offer to prepare a large team with a specific composition and sign a framework cooperation agreement. The cooperation is to last 36 months, and the television does not specify in the order what type of solution it wants to build.
The criterion is to be the price per hour of work of individual specialists . It is interesting because the team that wants to contract TV is quite complex and the prices per hour of individual specialists probably differ significantly.
As you know, IT services, in particular those related to software development are expensive and the salaries of specialists are quite high.
Let's see if Polish Television wants to spend public money in an irrational way.
Here is the band that Polish Television wants to get for 3 years. It has been specified in the attachment to the order:
- Frontend developers - junior, regular and senior (both here and in the following subsections, detailed requirements for their skills are given).
- Java (backend) developers - also junior, regular and senior.
- PHP developers - in a similar three as above.
- JavaScript programmers - requirements slightly similar to frontend, but also with backend skills e.g. node.js - here we are also talking about three programmers).
- Android and iOS mobile developers - also three each - one from each level of experience - iOS is required to have Swift programming skills and knowledge of GraphQL.
- UX / UI designers or user interfaces. Also three from junior to senior.
- Two project managers and a business analyst.
- Three .NET programmers You guessed it - junior, "standard" and senior.
- Specialists in PLSQL / PowerBuilder - as above, three
- Software testers, or quality engineers - three, including one dealing with automation.
- A DevOps specialist with at least 3 years of experience in the position.
- Two software architects.
- SQL Server developer and SharePoint platform developer.
- Data Warehouse Analyst.
- Administrator of the Jira and Confluence tools.
Total 40 specialists.
I have to admit that if I needed such services, I would also outsource them instead of employing specialists on a permanent basis - which would include the costs of recruiting 40 people.
According to the framework cooperation agreement published in the contract, TV wants to be able to order services based on pre-set rates. Therefore, it is not a PLN 12 million advance payment (it is probably a net amount, because the framework agreement already has a gross value of PLN 15 million) - only a promise of a maximum such order within 3 years from a company that will commit to placing such a team on request.
Are there companies in Poland that could meet the requirements of TVP ?
Of course. However, many of them avoid public procurement like fire. Especially that the requirements are high and the promises are cloudy. Nothing obliges Telewizja Polska to order anything, and everything is carried out on the basis of later signed unit order contracts.
Let's run a little thought experiment. Let's assume that TV wants to put the entire team on standby (if it doesn't, we must maintain it according to the contract, and the change of a specialist must be preceded by the written consent of the contractor). Further assumptions: we have an office for free, management for free, licenses for free, equipment is brought by an employee for free, and we do not want to earn anything. Everything we get from TV we give to employees. Last order: the amount given in the contract is the maximum, and let's assume that TV wants to spend the whole and not a part (which will be entitled under the contract).
We count: 12 million divided into 36 months, divided into 40 specialists (for simplicity let's assume that everyone earns the same): 12,000,000 / 36/40 = PLN 8333 gross per month. No profit. Is it a lot or is it not enough? Answer yourself.
